Utah SSI Age 18 Redetermination
Why SSI Changes at 18
If your child receives Supplemental Security Income, the Social Security Administration will review their eligibility sometime around their 18th birthday using a completely different set of rules. Before 18, SSA evaluates your child's disability under pediatric criteria and deems your household income and assets to the child. At 18, both of those things flip.
The redetermination evaluates your young adult under adult disability standards. SSA asks whether the individual has a medically determinable impairment that prevents them from engaging in Substantial Gainful Activity. The childhood functional assessment — which looked at six domains of functioning — is replaced by the adult five-step sequential evaluation. And parental income and assets are no longer counted. Only your young adult's own resources and earnings matter.
This is actually a mixed picture. The income deeming change often helps, because a household that was over-income for childhood SSI may qualify once parental income drops out. But the clinical bar shifts too — some conditions that qualified under the childhood framework don't automatically meet adult criteria.
What the 2026 Numbers Look Like
The maximum federal SSI benefit for an eligible individual is $994 per month in 2026. The individual countable resource limit remains $2,000.
For young adults still in school, the Student Earned Income Exclusion lets them earn up to $2,410 per month (annual cap of $9,730) without reducing their SSI payment. This only applies while the student is regularly attending school, college, or a vocational program and is under age 22.
How to Prepare Before the Review
SSA will send a notice when the redetermination is scheduled, but waiting for that letter to start preparing is a mistake. Gather updated medical documentation — recent evaluations, treatment records, and functional assessments — before the review period begins. The strongest files include:
- Recent psychological or neuropsychological evaluations relevant to current functioning
- Treatment provider statements describing how the disability limits the individual's ability to work
- Adaptive behavior assessments showing functional limitations in daily living
- School records including the most recent IEP and any transition assessments
A lifelong condition can help establish history, but the redetermination still applies adult criteria and requires documentation that addresses current work capacity. The cases that run into trouble are those where medical records have gaps, treatment lapsed during high school, or the documentation doesn't address adult work capacity specifically.

What Happens If SSI Is Denied
If the redetermination results in a denial, you have 60 days to file an appeal. Request reconsideration first — this is the initial appeal level. If reconsideration also denies, you can request a hearing before an Administrative Law Judge.
During the appeal process, you can request continued payment of benefits while your case is reviewed. This keeps income flowing during what can be a months-long process.
The Disability Law Center of Utah and Utah Legal Services may be able to provide information or assistance in qualifying cases; contact them to confirm whether they handle your SSI appeal and whether you qualify.
Coordinating SSI with Other Transition Steps
The age-18 redetermination happens right in the middle of every other transition milestone — transfer of educational rights, DSPD applications, guardianship decisions, and post-high program enrollment. The Utah IEP Transition to Adulthood Guide sequences all of these deadlines on a single timeline so the SSI review doesn't catch your family off guard while you're managing five other agency handoffs simultaneously.
