South Carolina Vocational Rehabilitation (SCVRD) for People with Disabilities: Eligibility, Pre-ETS, and the IPE Process

The South Carolina Vocational Rehabilitation Department (SCVRD) is the state agency responsible for helping people with disabilities prepare for, find, and keep employment. For families navigating the transition from school-based services to adult life, SCVRD is one of the most underused resources available — partly because many families do not realize their child can access it years before graduation.

Pre-Employment Transition Services Start at Age 13

Under the Workforce Innovation and Opportunity Act (WIOA), SCVRD must reserve at least 15% of its federal VR grant funds for Pre-Employment Transition Services (Pre-ETS). These services are available to any student with a disability aged 13 through 21 who is enrolled in school and has an IEP or 504 plan.

The critical detail: students do not need to apply for full VR services or have an open SCVRD case to receive Pre-ETS. The five Pre-ETS service areas are:

• Job exploration counseling
• Work-based learning experiences
• Post-secondary education counseling
• Workplace readiness training
• Self-advocacy instruction

Schools often coordinate Pre-ETS referrals through the IEP transition planning process, which in South Carolina begins with the first IEP in effect when the student turns 13 — three years earlier than the federal IDEA floor of 16. Families can also contact their local SCVRD office directly to request Pre-ETS consultation.

Applying for Full VR Services

For more intensive support — individualized vocational training, job placement, assistive technology, job coaching — the student must submit a formal application to SCVRD. Eligibility requires:

1. A physical or mental impairment that constitutes a substantial barrier to employment
2. A need for VR services to prepare for, secure, or advance in competitive integrated employment

SCVRD must make an eligibility determination within 60 days of receiving the application. Once eligibility is established, the VR counselor and the young adult collaborate to develop an Individualized Plan for Employment (IPE). The IPE defines the specific employment goal and the services SCVRD will provide to reach it.

SSI and SSDI Recipients Get Presumptive Eligibility

Under federal rules, anyone who receives SSI or SSDI is presumed eligible for VR services. The presumption streamlines the eligibility review, but SCVRD still makes the formal determination.

This presumption is especially useful for young adults going through the SSI age-18 redetermination. The presumption applies when the young adult receives SSI or SSDI; a pending age-18 redetermination or SSI application is not the same as an award.

Coordinating SCVRD with the IEP and Waiver Systems

The most common mistake families make is treating SCVRD as something to think about after graduation. By that point, the student has already lost access to Pre-ETS, and building the IPE from scratch takes months.

The better approach: begin Pre-ETS during high school, submit the formal SCVRD application during the student's final year of school, and coordinate the IPE with the IEP team so that job coaches and assistive technology are arranged before graduation.
