Indiana Vocational Rehabilitation Services for Adults with Disabilities

Indiana Vocational Rehabilitation (VR) is one of the most underused services available to disabled adults in the state. Administered through the Division of Disability, Aging and Rehabilitative Services (DDARS) under FSSA, VR provides individualized employment services — job training, assistive technology, supported employment placement, and job coaching — at no cost to eligible individuals. If your family member with a disability wants to work but needs support getting there, VR is the first call.

Who Qualifies

To be eligible for Indiana VR services, an individual must have a physical, mental, or cognitive disability that creates a substantial barrier to employment, and they must need VR services to prepare for, obtain, retain, or regain competitive integrated employment. There is no age minimum beyond being of working age, and SSI or SSDI recipients are presumed eligible — although the VR counselor may still request existing reports or evaluations to assess eligibility and vocational rehabilitation needs.

Apply by contacting the local VR office (Indiana has field offices in most counties) or online through the DDARS website. The application triggers an eligibility determination, which VR must complete within 60 days.

The Individualized Plan for Employment (IPE)

Once eligible, your VR counselor develops an Individualized Plan for Employment (IPE) with you. This is a written plan that identifies your employment goal, the specific services VR will provide, and the timeline. You must agree to the plan — VR cannot impose a goal you did not choose.

Common services included in Indiana IPEs:

• Job skills training — classroom or on-the-job training programs
• Assistive technology — devices, software, or workplace modifications that enable job performance
• Supported employment — a job coach who accompanies the individual to the workplace, provides on-site training, and gradually fades support as the individual builds competence
• Job placement services — resume development, interview coaching, employer outreach
• Transportation assistance — funding for work-related transportation when no other option exists
• Post-employment services — short-term support after placement if issues arise that threaten job retention

How VR Connects to Benefits

VR services do not count as income for SSI or Medicaid purposes. Working with VR will not reduce your monthly SSI check or jeopardize your Medicaid coverage during the job-search and training phase.

Once the individual starts earning wages, SSI's work incentives kick in. The Student Earned Income Exclusion ($2,410/month for those under 22 and regularly attending school), the general earned income exclusion ($65 plus half of remaining earnings), and the ABLE account contribution pathway all help preserve benefits while the individual builds work capacity.

Indiana's MED Works program — Medicaid for Employees with Disabilities — allows working individuals with disabilities to earn up to $3,391.50 per month (2026 limit) while maintaining Medicaid coverage, though the state enforces a strict $2,000 asset limit that requires active management.

VR and Waiver Services

VR services and HCBS waiver services can run concurrently. An individual on the Family Supports Waiver can receive VR-funded job coaching while also receiving waiver-funded day habilitation or residential support. The key is ensuring the two service plans do not duplicate services — the VR counselor and the waiver case manager should coordinate so that each program funds different components of the individual's support structure.
