How SCVRD Fits Into the Transition Picture

The South Carolina Vocational Rehabilitation Department (SCVRD) is the state's primary employment-focused agency for people with disabilities. For transition-age students, SCVRD provides two tiers of service: Pre-Employment Transition Services (Pre-ETS) for students ages 13 through 21 with an IEP, a 504 plan, or another documented disability, and full enrolled vocational rehabilitation services for eligible applicants, including Transition Services for youth ages 14 through 24.

The transition from school-based career exploration to a structured Individualized Plan for Employment (IPE) is one of the most important handoffs in the entire transition process. When it works well, the student leaves high school with a VR counselor already coordinating job coaching, adaptive technology, and placement support. When it doesn't, the student graduates into a gap.

Pre-ETS: The Starting Point

Pre-Employment Transition Services are available to any student aged 13 through 21 who has a documented disability — an IEP, a 504 plan, or another qualifying condition. The student does not need to be a full SCVRD client to access Pre-ETS. Federal law under the Workforce Innovation and Opportunity Act (WIOA) requires SCVRD to reserve at least 15% of its federal funding specifically for these services.

Pre-ETS covers five core areas: job exploration counseling, work-based learning experiences, counseling on postsecondary education options, workplace readiness training, and self-advocacy instruction. These are typically delivered through partnerships between SCVRD and local school districts.

Parents can request a Pre-ETS referral as early as the student's transition IEP — which in South Carolina begins during the year the student turns 13. Getting the referral early gives the student more time to explore career interests and build workplace skills before the pressure of graduation and adult services kicks in.

Moving From Pre-ETS to Full SCVRD Enrollment

Pre-ETS provides general career exposure. Full SCVRD enrollment provides individualized employment services tailored to the student's specific vocational goal. The transition between the two is not automatic — the student or family must submit a formal application.

The application process has a few key components:

The student submits SCVRD Form SCVR 4, the application for vocational rehabilitation services.

SCVRD makes an eligibility determination within 60 days of receiving the application, unless an extension is agreed upon or trial work experiences are needed to assess the student's potential.

Students who are active recipients of SSI or SSDI are legally presumed eligible for SCVRD services — the department cannot require additional documentation to establish a qualifying disability for these individuals.

Once determined eligible, the student is assigned a VR counselor who will develop the IPE.

The Individualized Plan for Employment

The IPE is the operational document of the VR relationship. It replaces the broad career exploration of Pre-ETS with a specific employment goal and the services SCVRD will provide to help the student reach it.

An IPE typically includes:

A specific employment goal — not "get a job" but a defined occupation or type of work based on the student's interests, abilities, and assessment results.

The services SCVRD will provide — which can include job coaching, assistive technology, adaptive workplace modifications, postsecondary education assistance (such as tuition for a technical college certificate), transportation support during the job search, and job placement.

A timeline — with milestones and review dates.

The student's responsibilities — showing up for appointments, participating in training, and following through on agreed tasks.

The student and the VR counselor both sign the IPE. It is reviewed at least annually and can be amended if the student's goals change. The student has the right to participate in developing the IPE and can appeal any aspect of the plan they disagree with.

Getting SCVRD to the IEP Table

One of the most underused provisions in transition planning is the agency invitation. Under IDEA, the school district can invite outside agency representatives to IEP meetings where transition services are discussed — but only with written consent from the parent (or the adult student after age 18).

Having an SCVRD counselor at the IEP meeting creates a direct link between the student's educational transition plan and their vocational rehabilitation services. The counselor can explain what SCVRD offers, identify gaps between school-based training and what the student will need after graduation, and begin planning the IPE while the student still has the support structure of the school system.

If your school district has not suggested inviting SCVRD to the IEP meeting, you can request it. Write a letter or email to the special education coordinator asking the district to seek your consent to invite an SCVRD transition counselor to the next IEP meeting. The school is obligated to consider the request, and most districts welcome the partnership.

Timing the Application

The optimal time to apply for full SCVRD services is during the student's junior or senior year — early enough that the IPE can be developed and services can begin before graduation. Filing the application too late means the student may leave school without the VR counselor, job coaching, or placement support already in motion.

For students pursuing the High School Employability Credential, coordinating with SCVRD is especially important. The 360 hours of work-based learning required for the credential can sometimes be aligned with SCVRD-supported job experiences, making the student's school requirements and vocational rehabilitation goals reinforce each other rather than competing for time.
