West Virginia SSI Income Limit 2026: Federal Benefit Rate, State Supplement, and the Food Rule Change

The 2026 Federal Benefit Rate

The maximum monthly SSI payment for an individual in 2026 is $994. For eligible couples, the rate is $1,491. These are federal numbers — they apply identically across every state. The countable resource limit remains $2,000 for individuals and $3,000 for couples.

What varies by state is whether residents receive anything on top of that federal check. In West Virginia, the answer depends entirely on living arrangement.

West Virginia Does Not Pay a State Supplement for Independent Living

This is the fact that catches most families off guard. West Virginia does not provide an Optional State Supplement (OSS) or State Supplementary Payment (SSP) for SSI recipients living in their own homes, with family, or in any independent arrangement. The federal $994 is the ceiling.

Some states add $20 to $400 per month on top of the federal rate for individuals living independently. West Virginia is not one of them. If your adult child lives at home, their maximum monthly cash benefit is $994.

Residential Supplements Do Exist

West Virginia restricts its supplementary payments to specialized residential settings:

  • Adult family care homes receive a state-funded supplement of $879.90 per month on behalf of approved aged or disabled residents.
  • Licensed personal care homes and residential board-and-care facilities receive $1,122.32 per month per income-eligible SSI resident.

These payments go directly to the facility — not to the individual. They are designed to cover the cost of room, board, and personal care services that exceed what the federal SSI payment alone can support.

How Earned and Unearned Income Reduce the Check

SSI reduces payments based on countable income using two different formulas:

Unearned income (Social Security survivor benefits, child support, private disability payments): After a $20 general income exclusion, every dollar reduces the SSI payment dollar-for-dollar. Example: $220 in monthly child support → $200 countable → SSI drops from $994 to $794.

Earned income (wages): After the $20 general exclusion (if not used for unearned income) and a $65 earned income exclusion, SSA deducts $1 for every $2 earned. Example: $885 gross monthly wages → $85 in exclusions → $800 ÷ 2 = $400 countable → SSI drops from $994 to $594.

The Student Earned Income Exclusion (SEIE) shelters up to $2,410 per month and $9,730 per year for SSI-eligible students under age 22 who regularly attend school — a powerful incentive to stay enrolled.

The Food Rule Change

Effective September 30, 2024, SSA modernized its In-Kind Support and Maintenance (ISM) rules. Groceries purchased by a special needs trust or third party no longer reduce the beneficiary's SSI check. Previously, a parent buying food for their adult child through a trust could trigger a reduction of roughly $351 per month.

Housing-related payments — rent, mortgage, utilities — still trigger ISM reductions. But the food change is a meaningful shift for families using trusts to supplement their adult child's daily living expenses.
