What UWIPS Does
Utah Work Incentive Planning Services (UWIPS) provides free benefits counseling to people with disabilities who want to work but are afraid that earning income will cost them their SSI, Medicaid, or DSPD waiver services. This is one of the most common — and most paralyzing — fears families face during the transition from school to adult life.
The fear isn't irrational. SSI has strict asset and income limits. Medicaid eligibility is tied to financial thresholds. And DSPD waiver services require Medicaid qualification. A young adult who starts earning a paycheck without understanding how work incentives protect them can inadvertently trigger a benefits review that disrupts their entire support structure.
UWIPS counselors are trained Community Work Incentive Coordinators who specialize in analyzing how specific employment scenarios will affect each of a person's benefits — SSI, SSDI, Medicaid, DSPD waivers, SNAP, housing assistance. They run the numbers for your situation and show you exactly what happens at different earnings levels.
Key Work Incentives to Know
Several federal and state programs exist specifically to protect benefits while encouraging employment:
Student Earned Income Exclusion (SEIE): Young adults under 22 who are regularly attending school can earn up to $2,410 per month (2026 cap, annual maximum $9,730) without any reduction to their SSI payment. This is the most generous earnings protection available during the transition years.
Medicaid Work Incentive (MWI): Utah's MWI program lets working individuals with disabilities maintain Medicaid coverage even when their income exceeds standard eligibility limits. Qualifying individuals can have countable assets up to $15,000 — far above the standard $2,000 SSI resource limit — and gross income up to 250% of the Federal Poverty Level. If net income falls below 100% FPL, there's no premium. Above that, a sliding-scale premium applies.
ABLE Accounts: Money saved in an ABLE account (up to $100,000) is completely excluded from SSI's $2,000 resource limit. Working ABLE account holders can contribute an additional $15,650 beyond the standard $20,000 annual limit if they don't participate in an employer retirement plan.
Plan to Achieve Self-Support (PASS): This SSA program lets individuals set aside income and resources toward a specific work goal — like paying for vocational training or purchasing work equipment — without those set-aside funds counting against SSI eligibility.
