What the Utah Parent Center Offers
The Utah Parent Center (UPC) is the state's designated Parent Training and Information Center, funded by federal and state grants to help families of children with disabilities navigate special education systems. For transition-age families, they offer several specific resources worth knowing about.
Their "Choices" manual is a comprehensive guide to adult services, guardianship alternatives, and post-school planning. It covers DSPD waiver programs, vocational rehabilitation, supported decision-making, and financial planning in detail. "Successful Transitions" is their companion piece focused specifically on the school-to-adult-services handoff.
Both publications are free. The tradeoff is length — each runs well over 100 pages and reads more like a policy reference than a step-by-step planner. If you're the kind of person who reads documentation cover to cover, these are excellent. If you're in the middle of an IEP meeting and need to know what to ask right now, the density can be overwhelming.
Transition University and Peer Consulting
UPC runs Transition University workshops throughout the year, covering topics like understanding your rights during the transition process, navigating DSPD intake, and preparing for the transfer of rights at age 18. These are typically virtual or held at locations across the state.
Their peer consulting service connects you with a trained parent consultant who has personal experience navigating the special education system in Utah. You call or email, describe your situation, and the consultant walks you through your options. There's no charge, and you can ask whether a consultant is available to attend your IEP meeting as informal support.
