What the Michelle P. Waiver Covers

The Michelle P. Waiver (MPW) is Kentucky's primary Medicaid home and community-based services waiver for individuals with intellectual or developmental disabilities. Named after a landmark consent decree, it funds the services that let people live in their own homes or community settings instead of institutions — things like personal care assistance, respite, community living supports, supported employment, and assistive technology.

MPW and the Turning-18 Transition

The Michelle P. Waiver intersects with several other transition milestones. If your young adult receives SSI, the waiver does not replace SSI — the two programs run in parallel, with SSI covering cash benefits and MPW covering services.
