Georgia SPP Indicator 13: What Transition Compliance Actually Means

Your school district might report near-perfect compliance on SPP Indicator 13. That number tells you almost nothing about whether your child's transition plan will actually work.

What Indicator 13 Measures

Indicator 13 is one of 17 performance indicators in Georgia's State Performance Plan, required by the federal Individuals with Disabilities Education Act. It specifically tracks whether IEPs for students aged 16 and older (or entering ninth grade, whichever comes first in Georgia) contain compliant transition components.

The compliance checklist is specific but narrow. The state reviews whether the IEP includes:

• Measurable postsecondary goals in education/training, employment, and (where appropriate) independent living
• Goals based on age-appropriate transition assessments
• Transition services that will reasonably enable the student to reach those goals
• Evidence that the student was invited to the IEP meeting
• Evidence that outside agencies were invited with parent consent when their services were being discussed

A district passes Indicator 13 when these boxes are checked. The federal reporting requirement is a percentage: the share of eligible IEPs that meet all criteria.

The Compliance-Quality Gap

Here is the problem. Indicator 13 can confirm that required components are documented without measuring whether the resulting plan is workable. A generic postsecondary goal such as "After high school, the student will pursue employment" is too vague to guide services. Compare it with "After high school, the student will complete a 12-month GVRA-sponsored job coaching program at a Cartersville-area employer, securing competitive integrated employment paying at least minimum wage by June 2028."

The second gives the IEP team an actual plan to execute.

Georgia's compliance rates on Indicator 13 have historically been high, but that rate reflects documentation standards, not outcome quality. The state monitors a sample of IEPs annually and scores them against the checklist above. Districts that fail the sample receive corrective action plans. Districts that pass continue as-is — regardless of whether students actually transition successfully into adult employment, education, or independent living.

Why This Matters for Your Family

When a school tells you their transition compliance is strong, they are describing their paperwork. The compliance review does not check whether anyone actually contacted GVRA, whether a Pre-ETS referral was submitted, whether the student participated meaningfully in the meeting, or whether the transition assessment used was appropriate for the student's disability and goals.

Families who rely on the compliance score to judge their child's transition readiness often discover the gap at age 22, when school services end and no adult agency has an open case. The planning list for DBHDD waivers can stretch years. GVRA eligibility determinations take up to 60 days. None of that happens automatically because a compliant IEP existed.

What to Do With This Information

Use Indicator 13's framework as a minimum checklist, then push beyond it.

At every annual IEP meeting where transition is discussed, confirm that the team has completed each Indicator 13 element — not as a favor to them, but as your baseline. Then ask the questions compliance does not cover:

Which specific agency has been contacted, and what was their response? Has a GVRA Pre-ETS referral actually been submitted, or just discussed? What transition assessment was administered, and how did its results shape these specific goals? Is the student practicing leading any part of this meeting?

Document every answer. If the team cannot answer, request that the action item and a completion date be written into the IEP's transition services section.
