What Arkansas Rehabilitation Services Offers

Arkansas Rehabilitation Services (ARS) is the state's vocational rehabilitation agency. It helps individuals with physical, intellectual, and mental health disabilities prepare for, find, and keep competitive integrated employment.

The agency is funded through a combination of federal Rehabilitation Act dollars and state matching funds. Income is not used to determine VR eligibility, although an economic-needs assessment may determine whether an individual contributes to the cost of some services.

The two main service tracks are Pre-Employment Transition Services (Pre-ETS) for students still in school, and adult Vocational Rehabilitation (VR) for individuals who have exited the education system.

Pre-Employment Transition Services (Pre-ETS)

Pre-ETS is available to students with disabilities aged 14 to 21 who are enrolled in a secondary or postsecondary education program. Students do not need a formal VR case to access Pre-ETS — a referral from the school or a self-referral is enough to start.

Pre-ETS covers five core service areas:

• Job exploration counseling — career interest assessments, labor market research, workplace tours
• Work-based learning experiences — internships, job shadowing, on-the-job training arranged through the school or ARS
• Counseling on postsecondary opportunities — information about college, trade programs, and apprenticeships
• Workplace readiness training — professional communication, time management, employer expectations
• Self-advocacy instruction — understanding rights under the ADA, requesting accommodations, disclosing a disability to an employer

ARS counselors collaborate directly with school transition teams. The most effective arrangements start at age 14, when Arkansas guidelines recommend beginning transition planning, and build toward a concrete post-school employment goal by the time the student exits.

The School-to-Adult VR Handoff

When the student graduates or ages out of the school system, the Pre-ETS relationship ends. The next step is an adult VR case.

Opening an adult VR case requires:

1. An application to ARS (online, in-person at a local office, or by phone)
2. Documentation of disability (medical records, IEP documentation, psychological evaluations)
3. An eligibility determination by ARS — typically completed within 60 days
4. Development of an Individualized Plan for Employment (IPE) with the assigned VR counselor

The IPE is built around a specific employment goal — not a vague aspiration, but a defined job category. The plan outlines what services ARS will provide to help the individual reach that goal: job coaching, assistive technology, transportation assistance, on-the-job supports, or additional training.

This handoff is where families frequently lose momentum. The school's obligation ends at graduation, and ARS does not automatically pick up where the school left off. The strongest outcomes come from families who start the adult VR application process during the student's final year of school, so there is no gap in services.

How VR Coordinates with SSI Work Incentives

For individuals receiving SSI, employment through a VR plan is protected by several federal work incentives. Earnings do not immediately disqualify someone from SSI — the program uses a gradual reduction formula ($1 reduction for every $2 earned after applicable $20 general and $65 earned income exclusions).

ARS counselors work alongside Work Incentives Planning and Assistance (WIPA) counselors to track how employment income affects SSI, Medicaid, and any CES waiver services. The goal is to help the individual earn as much as possible without inadvertently losing essential health coverage.
