What USOR Vocational Rehabilitation Covers

The Utah State Office of Rehabilitation (USOR) runs the state's Vocational Rehabilitation (VR) program, which helps individuals with disabilities prepare for, find, and maintain employment. For young adults transitioning out of school, VR is often the primary bridge between the education system and the workforce.

Services can include:

  • Vocational assessments and career counseling
  • Job coaching and supported employment
  • Training programs and post-secondary education support
  • Assistive technology and workplace modifications
  • Transportation assistance during job placement

VR services are individualized. Once eligible, the individual works with a VR counselor to develop an Individualized Plan for Employment (IPE) that outlines specific goals, services, and timelines.

How to Apply

The application is submitted online at jobs.utah.gov/usor/vr/apply.html, by phone, or in person at a USOR district office. The process has three stages:

Eligibility determination — USOR must confirm that the individual has a physical or mental impairment that creates a substantial barrier to employment, and that VR services are needed to achieve an employment outcome. For SSI recipients, this step is often straightforward because SSA has already established a qualifying disability.

Priority assignment — Utah uses an Order of Selection when demand exceeds available counselors. Individuals with the most significant disabilities (Category 1) receive services first. Category 2 and Category 3 applicants may be placed on a waiting list. SSI recipients generally qualify for Category 1 or 2.

IPE development — Once assigned a counselor, the individual collaborates on their employment plan. The IPE must be completed within 90 days of eligibility determination.

VR and SSI Work Together

Receiving SSI does not disqualify someone from VR services, and VR services do not reduce SSI payments. In fact, the two programs complement each other:

  • VR helps the individual build toward employment
  • SSI provides income while the individual is in training or early employment
  • SSI work incentives (SEIE, PASS, IRWE) protect benefits as earnings increase

A VR counselor can also help develop a Plan to Achieve Self-Support (PASS), which allows the individual to set aside income for a work-related goal without it counting against SSI resource limits.

Pre-Employment Transition Services for Students

Students aged 14 to 21 can access Pre-Employment Transition Services (Pre-ETS) without being formal VR clients. Pre-ETS are short-term services — job exploration, workplace readiness training, self-advocacy instruction, and post-secondary counseling — delivered through community partners and school districts.

Pre-ETS serve as an introduction to the VR system. When the student is ready for a full VR application, the transition from Pre-ETS to formal VR services is smoother because the student already has a relationship with USOR.

After High School Exits

When a student exits the school system — at graduation or at the end of the school year in which they turn 21 — Pre-ETS eligibility ends. At that point, the individual needs to be an active VR client with an approved IPE to continue receiving employment support.

The timing matters. If a student is on the VR waiting list under the Order of Selection and exits school before being assigned a counselor, there can be a gap in services. Applying for VR by age 16 helps avoid this scenario.
