Utah DSPD Waitlist — How Long, UCANS Surveys, and How to Stay On

The DSPD Waitlist Is Needs-Based, Not First-Come-First-Served

The Division of Services for People with Disabilities (DSPD) administers Utah's Community Supports Waiver and Limited Supports Waiver. Unlike most state waiting lists, DSPD does not operate a chronological queue. Your position depends on a scored assessment of need, not on when you applied.

The scoring comes from the Needs Assessment Questionnaire (NAQ), which weights three factors:

• Immediate severity (50%) — how acute and complex the individual's support needs are right now
• Caregiver capacity (30%) — whether the existing support structure is breaking down or absent
• Time on the list (20%) — how long the individual has been waiting

Because time waiting counts for only 20% of the total score, families who provide strong, stable care at home often remain on the list for years. The paradox is real: the better a family manages without services, the lower their priority score.

How Long Does the Wait Actually Take?

DSPD's waitlist exceeds 5,000 individuals. Wait times for the comprehensive Community Supports Waiver commonly span six to ten years, and some families report waits approaching two decades. The Limited Supports Waiver — which caps annual services at $15,000 — sometimes moves faster because the per-person cost is lower and the Legislature can fund more slots.

New waiver slots open only when the Utah Legislature appropriates funding. DSPD then allocates those slots starting with the highest-scoring individuals on the needs-based list.

The UCANS Survey — Miss It and Lose Your Spot

Every family on the DSPD waitlist must complete the Utah Comprehensive Assessment of Needs and Strengths (UCANS) update annually. DSPD sends this survey during a designated window, and the family must return it within the stated timeframe.

Failure to return the UCANS survey results in immediate, permanent removal from the waitlist. There is no grace period and no automatic reinstatement. If you are removed, you must reapply from scratch and restart the entire process — including a new intake, a new eligibility determination, and a new NAQ scoring.

Three ways to protect yourself:

• Track the UCANS deadline on a shared family calendar — set reminders for 30 days, 14 days, and 3 days before the deadline
• Keep your contact information current with DSPD — if you move or change phone numbers, notify DSPD immediately so the survey reaches you
• Document every completed UCANS submission — note the date you submitted, the method (mail, portal), and keep a copy of the completed form

How to Apply for the DSPD Waitlist

The intake process begins by calling 1-844-275-3773 (1-844-ASK-DSPD) or registering through the mySTEPS portal at mysteps.utah.gov. The initial call logs your demographic information and opens a 90-day window to submit supporting documentation.

Required documentation includes:

• Psychological evaluations establishing an intellectual disability or related condition (such as autism)
• Medical records documenting functional limitations
• Adaptive behavior assessments

DSPD evaluates whether the applicant meets eligibility criteria under Utah Administrative Code Rule R539-1-2. The individual must have substantial functional limitations in three or more areas: self-care, language, learning, mobility, self-direction, capacity for independent living, or economic self-sufficiency.

A positive eligibility finding places the individual on the needs-based waitlist. It does not guarantee services — it establishes that the individual qualifies for them when a funded slot becomes available.

What Your Support Coordinator Does

Once an individual is assigned a waiver slot, DSPD assigns a support coordinator. This person helps write the Person-Centered Support Plan (PCSP), connects the individual with service providers, and monitors that authorized services are being delivered.

Before a slot is assigned, families interact primarily with DSPD's intake and waitlist management staff, not a support coordinator.
