The Core Difference

SSI (Supplemental Security Income) is a needs-based program funded by general tax revenue. It pays a maximum Federal Benefit Rate of $994/month in 2026 to disabled individuals with limited income and assets (the individual resource limit is $2,000). It requires no work history from anyone — only a qualifying disability and financial need.

SSDI (Social Security Disability Insurance) is an insurance program funded by payroll taxes. Benefits are based on someone's work history and earnings record. To collect SSDI on your own record, you need sufficient work credits. For a young adult with a lifelong disability who has never worked full-time, SSDI on their own record is usually not available.

This is where Disabled Adult Child (DAC) benefits enter. DAC allows an adult with a disability that started before age 22 to draw Title II benefits on a parent's work record when that parent retires, becomes disabled, or dies. DAC is technically an SSDI-category benefit — it comes from the parent's earnings, not from SSI's needs-based system.

How They Interact in South Dakota

Many South Dakota families assume SSI and SSDI are mutually exclusive. They are not — but receiving one affects the other.

When a young adult receives SSI and then becomes eligible for DAC (because a parent retires or passes away), the DAC payment is counted as unearned income against SSI. If the DAC amount exceeds the SSI payment, SSI drops to zero. The adult child keeps the higher DAC check but loses the SSI cash.

The critical concern in South Dakota is Medicaid. South Dakota is a 1634 state — SSI automatically provides Medicaid. When SSI stops because DAC is higher, the Medicaid system can flag the case for termination. Section 1634(c) of the Social Security Act requires continued Medicaid for people who lose SSI solely due to DAC, but you may need to assert this protection directly with the Department of Social Services.

If the DAC benefit is small (less than $994/month), the young adult can receive both — DAC reduces the SSI check dollar-for-dollar after the $20 general income exclusion, and the remainder comes from SSI. This "concurrent" status maintains the automatic Medicaid tie.

Which Program Affects Medicaid Waivers

Both the CHOICES and Family Support 360 waivers require active Medicaid as a condition of enrollment. The waiver income limit is $2,982/month in 2026 (300% of the Federal Benefit Rate). As long as the adult child's total income — from DAC, SSI, or both — stays below this threshold, waiver eligibility is maintained.

The risk is not the waiver income cap but the Medicaid enrollment status. If SSI termination triggers an incorrect Medicaid closure, the waiver services also stop. Preventing this requires ensuring the 1634(c) protection is properly applied whenever DAC replaces SSI.

Work and Earnings Under Each Program

SSI uses the Substantial Gainful Activity threshold ($1,690/month in 2026) and reduces the cash benefit $1 for every $2 of earned income above the $65 earned income exclusion. Students under 22 get the Student Earned Income Exclusion — $2,410/month, up to $9,730/year — before any reduction applies.

DAC uses the same SGA threshold to determine ongoing eligibility but does not reduce benefits incrementally the way SSI does. Instead, DAC asks a binary question: are you performing SGA? If yes, DAC may terminate after a Trial Work Period. If no, DAC continues at the full amount.

South Dakota's Medicaid for Workers with Disabilities (MAWD) program provides a safety net for working adults whose earnings exceed SSI limits but remain below $53,022/year. This keeps Medicaid active even if both SSI and DAC terminate due to work income.
