What the LIFE Programs Offer
South Carolina has two university-based post-secondary programs designed specifically for young adults with intellectual disabilities: the Winthrop LIFE (Learning Is For Everyone) Program at Winthrop University in Rock Hill, and the Coastal Carolina LIFE Program at Coastal Carolina University in Conway.
Both are Comprehensive Transition and Postsecondary (CTP) programs recognized by the U.S. Department of Education. That federal recognition matters for one practical reason: students enrolled in approved CTP programs are eligible for federal financial aid, including Pell Grants — something that most certificate-only or non-degree programs for students with disabilities cannot offer.
The programs are not degree-granting. Students earn a certificate of completion rather than a bachelor's degree. But the campus experience is real: LIFE students take audited university courses, participate in campus clubs and social activities, and complete internship or work-based learning placements in the surrounding community.
Winthrop LIFE Program Details
Winthrop LIFE is a postsecondary program with an on-campus residential option. Its current criteria describe earning at least 48 credits within two years. Students may live on campus in Winthrop housing and follow a structured schedule that combines academic coursework (audited university classes selected based on the student's interests and goals), employment preparation (internships, job coaching, workplace social skills), and independent living skills development.
The program typically enrolls a small cohort each year. Admissions are competitive and require a separate application beyond the standard university admissions process. Applicants must have a documented intellectual disability with an IQ between 45 and 75, be between 18 and 25 years old at admission, and demonstrate a capacity for growth in the program's core areas.
Cost varies by year and residency status, but the combination of tuition, fees, housing, and meal plan places it in line with standard Winthrop undergraduate costs. Pell Grant eligibility, SCVRD sponsorship, and BHDD-OIDD waiver funding (if the student has an active waiver slot) can offset a significant portion.
Coastal Carolina LIFE Program Details
Coastal Carolina LIFE operates on a similar model at CCU's campus in Conway, near Myrtle Beach. The program structure includes audited coursework, employment training with community internships, social engagement through campus participation, and independent living instruction.
Like Winthrop, Coastal Carolina LIFE is a CTP program and its students are eligible for federal financial aid. The program typically has its own admissions cycle with application deadlines separate from general CCU admissions.
Both programs coordinate with SCVRD for employment services and can connect students with the local BHDD-OIDD office for waiver case management if the student is enrolled in or awaiting a waiver slot.

How Post-Secondary Programs Fit the Transition Timeline
The IEP transition plan — which South Carolina requires beginning at age 13 — should identify post-secondary education as a goal if the student is a candidate for one of these programs. That identification triggers specific actions in the IEP:
The IEP team must include transition assessments that measure the student's readiness for post-secondary learning environments. The course of study should include the skills needed for program admission. And the IEP should document agency linkages to SCVRD for Pre-ETS and eventual formal VR services that can support program enrollment.
Timing matters for the graduation pathway choice. A student who earns a standard South Carolina High School Diploma terminates FAPE immediately, which means school-based supports end the day the diploma is conferred. A student who earns the South Carolina High School Credential retains FAPE through the end of the school year in which they turn 21. If a student plans to enter a LIFE program but isn't yet accepted, the Credential pathway preserves school supports as a bridge.
Financial Aid and Funding Sources
Families typically layer multiple funding sources to cover LIFE program costs:
Federal Pell Grant. Both Winthrop and Coastal Carolina LIFE are approved CTPs, making enrolled students eligible for Pell Grants. The maximum Pell Grant for the 2025-2026 award year is $7,395.
SCVRD sponsorship. If the student has an open VR case and the LIFE program aligns with their Individualized Plan for Employment, SCVRD may cover tuition, fees, and related costs as part of vocational training services.
BHDD-OIDD waiver services. Students enrolled in an active ID/RD or Community Supports waiver slot may be able to use certain waiver-funded services (personal care, day services) while attending the program, though waiver funding does not directly cover tuition.
Palmetto ABLE account. Post-secondary education expenses are a qualified disability expense under ABLE. A family that has been contributing to a Palmetto ABLE account can withdraw funds tax-free for tuition, housing, and related costs. South Carolina's 100% state income tax deduction for ABLE contributions makes this an especially efficient savings strategy.
Is a LIFE Program the Right Fit?
Not every young adult with an intellectual disability is a candidate for a university-based program. The LIFE programs serve students who can function with moderate support in a campus environment, participate in group learning, and work toward competitive employment or supported employment goals.
For young adults who need more intensive support — residential habilitation, full-time personal care, or structured day programming — the BHDD-OIDD waiver pathway is typically more appropriate. The waiver system and the post-secondary programs aren't mutually exclusive, but the waiver waitlist timelines (3 to 10 years) make it important to plan for both possibilities simultaneously.
