The Gap Between 504 Plans and Transition Planning

Students with 504 plans in South Carolina often hit a wall as they approach adulthood. The IEP transition process — with its mandated postsecondary goals, transition assessments, and agency referrals — does not apply to 504 students. Section 504 of the Rehabilitation Act requires schools to provide accommodations that give students with disabilities equal access to education, but it contains no comparable transition-planning mandate.

That leaves families in an awkward position. The student clearly has a disability that affects their functioning, or the 504 plan wouldn't exist. But the structured runway that IEP students get — career exploration starting at 13, vocational rehabilitation referrals, Summary of Performance documents — isn't legally required.

This doesn't mean 504 students are shut out of transition supports entirely. It means families have to be more proactive about requesting them.

What Transition Services 504 Students Can Access

Pre-Employment Transition Services (Pre-ETS) through SCVRD. This is the most significant resource available to 504 students — and the one most families don't know about. Pre-ETS eligibility under WIOA extends to any student aged 13 through 21 with a documented disability. A 504 plan qualifies. The student does not need an IEP or full SCVRD enrollment to access job exploration counseling, work-based learning experiences, workplace readiness training, self-advocacy instruction, and postsecondary education counseling.

Palmetto ABLE Account. A student with a 504 plan who meets the disability onset criteria (disability beginning before age 46) can open a Palmetto ABLE account to save money without affecting means-tested benefits.

College disability accommodations. Students with 504 plans transition to college accommodations under the same legal framework as IEP students — the ADA and Section 504. The difference is that 504 students typically do not receive a Summary of Performance from their school district (since SOPs are an IDEA requirement). They'll need to bring their 504 plan, recent psychoeducational evaluations or medical documentation, and a clear description of what accommodations they used in high school.

Vocational rehabilitation services. Students with 504 plans can apply for full SCVRD services just as IEP students can. Eligibility is based on having a disability that creates a barrier to employment — the type of school plan does not determine eligibility.

What 504 Students Don't Get Automatically

No mandated transition assessments. The school district is not required to administer formal or informal transition assessments for 504 students. If the family wants a vocational interest inventory or a functional skills assessment, they'll typically need to request it or arrange it privately.

No required postsecondary goals. The 504 plan does not include measurable postsecondary goals for employment, education, or independent living. There is no Indicator 13 compliance requirement.

No Summary of Performance. Schools provide SOPs only for students exiting under IDEA. A 504 student can ask the school to compile a summary of their accommodations and performance, but the school is not obligated to produce the formal SOP document.

No agency invitation requirement. The school is not required to invite SCVRD, BHDD, or other agencies to 504 meetings. Families can request that the school facilitate a referral, but there's no legal mechanism comparable to the IEP agency consent process.

How to Build Your Own Transition Plan

Since the school won't create one for you, assemble the components yourself:

Request a meeting with the 504 coordinator in 9th or 10th grade to discuss post-graduation plans. Even though the meeting isn't required, most coordinators will participate.

Contact SCVRD directly to request a Pre-ETS referral. You don't need the school to initiate this — any student with a documented disability can self-refer or have a parent refer them. Call your local SCVRD office or visit scvrd.net.

Compile documentation. Gather the 504 plan, the most recent evaluation, report cards, and any accommodation records. This documentation package will serve the same purpose as the SOP when the student applies to college disability services or SCVRD.

If the student may need adult services beyond vocational rehabilitation — Medicaid waivers, SSI, supported decision-making — start those conversations with the relevant agencies directly. The Department of Behavioral Health and Developmental Disabilities (BHDD) intake line is 1-800-289-7012.

When to Consider Switching From 504 to IEP

If a student's disability significantly affects their ability to plan for adulthood — they need structured career exploration, transition assessments, or coordinated agency involvement — the family should consider requesting a special education evaluation. A student found eligible under IDEA receives an IEP, which triggers the full transition-planning mandate.

This isn't always the right move. Some students with 504 plans are academically successful and need only accommodations like extended time or preferential seating — adding the full IEP apparatus would be unnecessary. But for students whose disability affects vocational functioning, independent living skills, or the ability to navigate adult systems independently, the transition services that come with an IEP can make a material difference in post-school outcomes.
