Idaho Medicaid generally requires periodic renewal (also called recertification); adults with disabilities on the AABD pathway generally complete an annual renewal. The Idaho Department of Health and Welfare (DHW) mails a renewal packet approximately 60 days before the current eligibility period expires. The packet arrives as a pre-populated form — the individual or their representative reviews the information, corrects anything that has changed, and returns it by the deadline printed on the form.
For adults receiving SSI, the renewal process can be simpler. DHW can often complete the renewal through an ex parte (automated) review using electronic data matches with the SSA. If the data match confirms ongoing SSI eligibility, DHW may renew Medicaid without requiring any action from the individual; Idaho is an SSI Criteria State, so DHW—not SSA—makes the Medicaid determination and may still require a state renewal response.
The risk comes when the automated data match fails — typically because there has been a change in income, living arrangements, or SSI status that the system cannot verify electronically. In those cases, DHW sends the full renewal packet, and failing to respond by the deadline results in automatic termination of Medicaid coverage.
Why Gaps in Medicaid Coverage Are Dangerous
For adults on the DD waiver, a lapse in Medicaid coverage does not just interrupt health insurance. It can suspend all waiver services — residential habilitation, supported employment, respite, day programming. Provider agencies cannot bill Medicaid for services delivered to an individual whose coverage has lapsed, and many agencies will pause or discontinue services immediately rather than risk providing unreimbursed care.
Reinstating Medicaid after a gap may require a new application through idalink.idaho.gov. While DHW can sometimes process reinstatements retroactively (covering the gap period), the waiver services themselves typically cannot be delivered retroactively — the hours are simply lost.
What DHW Checks During Renewal
The renewal verifies the same eligibility criteria that the original application established:
- Disability status: For AABD Medicaid, DHW confirms the individual continues to meet the SSA definition of disability. If the individual has active SSI, this is satisfied automatically. If not, DHW may request updated medical documentation.
- Income: Countable monthly income must remain at or below $1,047 for community-based AABD coverage. For workers on the Medicaid for Workers with Disabilities (MWD) program, the limit is 500% of the Federal Poverty Level.
- Resources: Countable assets must stay below $2,000 for standard AABD Medicaid or $10,000 for MWD. Funds in an ABLE account up to $100,000 are excluded.
- Living arrangement: Changes in where the individual lives can affect both the Medicaid category and the SSI payment amount.

How to Prevent a Renewal Lapse
Three practical steps reduce the risk of a coverage gap:
Track the renewal date independently. Don't rely solely on the mailed renewal packet arriving — it can be lost, delivered to an old address, or simply overlooked in a household managing multiple agency contacts. The renewal date is stated in the latest DHW notice and may be visible in the individual's idalink.idaho.gov account. Set a calendar reminder for 90 days before expiration.
Complete the renewal online through idalink whenever possible. Online submissions generate an immediate confirmation receipt, eliminating the risk of a mailed packet being lost in transit. If the representative payee or guardian does not have an idalink account set up, create one before the renewal period begins.
Report changes proactively throughout the year rather than waiting for the renewal packet. If income, living arrangements, or employment status change, report them to DHW within 10 days. This reduces the chance that the automated data match will flag a discrepancy and trigger a manual review.
