How to Coordinate SSI, Medicaid, and DD Waiver When Turning 18 in Minnesota

Your child turns 18 in six months.   • Evaluate decision-making options: Supported Decision-Making agreement, Power of Attorney, Healthcare Directive, or guardianship petition. File guardianship early enough for the court process to conclude by or near the 18th birthday.
  • Begin the SSA-3368 (Adult Disability Report) so it is ready to submit immediately after the birthday.

Month of the 18th birthday:

  • SSI: If your child already receives childhood SSI, the SSA will issue an age-18 redetermination notice. Respond promptly with the complete clinical dossier. If your child has never received SSI, file a new adult application — at 18, parental income deeming ceases, which dramatically improves eligibility.
  • MnCHOICES assessment: Call your county human services agency and request the assessment. Under Minn. Stat. § 256B.0911, the county must conduct this assessment within 20 working days of the request. The wait for a waiver allocation can be longer, so starting early means it runs concurrently with the SSI determination.

Within weeks of the 18th birthday:

  • Medical Assistance (MA): Minnesota is a 209(b) state. SSI approval does not auto-enroll your child in Medicaid. The living arrangement also determines which MSA assistance standard applies ($1,055 for living alone vs. $755.33 for sharing without paying fair share). A formal room-and-board agreement can prevent the reduction when the young adult pays a pro-rata share; keep records of the payments.

What to Do If SSI Is Denied

An SSI denial does not end the process. You have 60 calendar days from receiving the denial notice to file a reconsideration. If you want benefit continuation, request it within the separate 10-day window; payments may continue during the appeal, but SSA may seek repayment if the appeal is unsuccessful.

Critically, an SSI denial does not block Medical Assistance. The SMRT pathway establishes state-level disability independently of the SSA. And county waiver services depend on MA eligibility and MnCHOICES assessment results, not on SSI status. Many families assume an SSI denial means they need to start over. It does not.

Can I apply for the DD waiver before SSI is approved?

What if MA is approved before SSI?

Do I need to apply for MSA separately from MA?
