Colorado DVR Disability Services: Division of Vocational Rehabilitation

Colorado's Division of Vocational Rehabilitation (DVR) is the state agency that provides employment services for adults with disabilities — job training, placement, coaching, assistive technology, and career counseling. But there's a major catch in 2026: DVR is operating under an active Order of Selection, which means a waitlist for most applicants. Unless you qualify for an exemption, you may wait while resources become available.

The Order of Selection Waitlist

When DVR doesn't have enough funding or staff to serve everyone who's eligible, federal law requires them to implement an Order of Selection — a priority system that serves people with the most significant disabilities first. Colorado activated its Order of Selection effective January 1, 2026, due to budget and staffing constraints.

Under the current order, DVR prioritizes applicants in three categories:

1. Category 1: Most significant disability — individuals with the greatest functional limitations in multiple areas
2. Category 2: Significant disability — substantial limitations in one or more areas
3. Category 3: All other eligible individuals

Category 1 applicants are served first. Category 2 and 3 applicants are placed on a waitlist and served as resources become available. The wait time varies with available resources and the applicant's priority category.

The Pre-ETS Exemption

There's one critical exception to the waitlist: Pre-Employment Transition Services (Pre-ETS). Students with disabilities between ages 15 and 21 who are still in school (including 18–21 transition programs) are exempt from the Order of Selection and can access Pre-ETS immediately.

Pre-ETS includes:

• Job exploration counseling
• Work-based learning experiences (internships, job shadowing)
• Postsecondary education counseling
• Workplace readiness training
• Self-advocacy instruction

If your child is still in high school or an 18–21 transition program, apply for Pre-ETS now — don't wait until they're done with school and subject to the waitlist.

How to Apply for DVR Services

Submit an online request through the DVR portal. The process:

1. Initial referral — complete the online request for services form
2. Intake interview — DVR assigns a counselor who meets with the individual to discuss employment goals and functional limitations
3. Eligibility determination — DVR determines whether the individual has a disability that constitutes a barrier to employment and can benefit from vocational rehabilitation services
4. Individualized Plan for Employment (IPE) — if eligible and not waitlisted, the counselor and individual develop a written plan with specific employment goals, services, and timelines

Working While Receiving SSI: The SGA Rules

The 2026 Substantial Gainful Activity (SGA) threshold for non-blind individuals is $1,690 per month. For blind Social Security disability beneficiaries, it's $2,830. SGA is used in initial disability determinations; for someone already receiving SSI who goes to work, SSI uses separate earned-income rules rather than cutting off benefits at the SGA amount.

But SSI doesn't cut off the moment someone earns a dollar. Several work incentives soften the impact:

• Earned income exclusion — SSI excludes the first $65 of earned income plus any unused portion of the $20 general income exclusion, then excludes half of the remainder
• 1-for-2 reduction — after these exclusions, SSI reduces by $1 for every $2 of remaining earned income. So earning $665/month only reduces SSI by $290 when no other income is counted
• Student Earned Income Exclusion (SEIE) — students under 22 can exclude up to $2,410/month ($9,730/year) from countable income
• Impairment-Related Work Expenses (IRWE) — costs for disability-related work accommodations are deducted from earnings before the SSI calculation
• Plan to Achieve Self-Support (PASS) — income and resources set aside toward a specific work goal are excluded

An adult child receiving DAC benefits has different rules — the Trial Work Period lets them earn any amount for 9 months without losing benefits.

DVR and the Broader Transition
