What a Benefits Counselor Actually Does
A benefits counselor — formally called a Community Work Incentives Coordinator — is a certified specialist who analyzes how employment income will affect a disabled person's SSI, SSDI, Medicaid, Medicare, housing subsidies, SNAP, and other public benefits. They don't advise you to work or not work. They run the numbers so you understand exactly what happens to each benefit at every income level before you accept a job.
This matters because the interaction between earned income and public benefits is not intuitive. Earning $500 per month might reduce SSI by $215, trigger a MAWD premium of $25, eliminate SNAP entirely, and have no effect on Medicaid — but the net gain is still $260. Without someone who knows the formulas, most families either refuse to let their adult child work (fearing total benefit loss) or start working and get blindsided by an overpayment notice six months later.
The WIPA Program
Work Incentives Planning and Assistance is a federally funded program through the Social Security Administration that provides free benefits counseling to SSI and SSDI recipients who are working or considering work. WIPA grants are awarded to organizations in each state that hire and certify Community Work Incentives Coordinators.
In Pennsylvania, WIPA services are delivered through designated agencies that cover specific regions of the state. The coordinator assigned to your area will conduct an individualized Benefits Analysis that includes:
- A complete inventory of all current public benefits.
- Projections showing how each benefit changes at different earnings levels.
- Identification of work incentives the individual may not be using — like Impairment-Related Work Expenses, the Student Earned Income Exclusion, Plan to Achieve Self-Support, and the Ticket to Work program.
- A written Benefits Summary and Analysis (BS&A) document that the individual and their family can reference when making employment decisions.
Who Qualifies for Free WIPA Services
WIPA is available to anyone age 14 or older who receives SSI or SSDI and is working, actively looking for work, or considering employment. There is no income test beyond having SSI or SSDI. The service is free — funded entirely by the SSA grant.
For transition-age youth in Pennsylvania, WIPA coordinates directly with the IEP transition team and the Office of Vocational Rehabilitation. A benefits counselor can attend the transition IEP meeting to explain how post-secondary employment goals will interact with the student's current benefits.

Why You Need a Benefits Counselor Before Starting Work
The two biggest financial traps for disabled adults entering the workforce:
The SSI overpayment trap. SSI recipients must report earnings to SSA monthly. If earnings aren't reported — or are reported late — SSA continues paying the full benefit and then demands repayment months or years later, sometimes totaling thousands of dollars. A benefits counselor teaches the individual (or their Rep Payee) exactly how and when to report, and what documentation to keep.
The Medicaid cliff. Sustained earnings above the Substantial Gainful Activity level ($1,690/month in 2026) can affect SSDI under SSA's work-incentive rules. Medicare and SSI consequences follow different rules: for SSI recipients, earnings reduce the cash benefit under SSI income-counting rules, while Medicaid may continue under Section 1619(b) if the individual meets certain conditions. Benefits counselors calculate these thresholds precisely so families know the safe earnings range for each benefit.
How to Find a Benefits Counselor in Pennsylvania
Contact the Ticket to Work Help Line at 1-866-968-7842 (TTY: 1-866-833-2967) and request a referral to the WIPA project serving your Pennsylvania county. You can also search for your local WIPA provider through the SSA's online Ticket to Work directory.
If the WIPA program in your area has a waiting list, Pennsylvania's Office of Vocational Rehabilitation can sometimes provide interim benefits analysis through its own counselors, though OVR's analysis is typically less comprehensive than a full WIPA BS&A.
