Arkansas Diploma Pathways for Students in Special Education

The diploma your child earns in Arkansas directly controls whether special education services continue or stop. A standard diploma ends FAPE immediately. The alternate pathway does not. A certificate of completion does not. Getting this decision wrong means losing years of transition support that cannot be recovered.

Standard Core Pathway

The Standard Core Pathway requires meeting regular state graduation requirements with or without accommodations. Accommodations — extended time, modified seating, text-to-speech tools — give the student access to the general curriculum without changing the learning standards themselves.

If a student's IEP includes modified grades based on fundamentally altered course content, the IEP team must document that modification and its impact on progress toward a standard diploma.

The critical fact: earning a standard diploma terminates FAPE under IDEA. The school district's obligation to provide special education services ends the day the diploma is conferred. There is no reinstatement.

Alternate Pathway to Graduation

Adopted by the Arkansas State Board of Education in February 2019 (Commissioner's Memo LS-19-069), the Alternate Pathway is reserved for students with the most significant cognitive disabilities. To qualify, the student must participate in the Dynamic Learning Maps (DLM) alternate assessment system.

The Alternate Pathway provides alternative academic standards aligned to — but less complex than — traditional core requirements. A student who earns a diploma through this pathway can:

• Walk at graduation and receive a diploma
• Continue receiving transition services under FAPE through the end of the school year in which they turn 21
• Maintain eligibility for school-based vocational training, independent living instruction, and community-based work experiences

This matters enormously for families who need time to get adult services in place. If the CES waiver waitlist is running three years or more, keeping school services active provides a safety net.

Certificate of Completion

A Certificate of Completion is not a regular high school diploma and does not align with state academic standards. It documents attendance or individual IEP goal attainment, nothing more.

Because it is not a "regular diploma" under IDEA, receiving a certificate does not terminate FAPE. The student retains the right to continue special education through the end of the school year in which they turn 21.

One important note on transcripts: Arkansas rules prohibit words like "Resource" or "Special Education" from appearing on high school transcripts. Modified courses can grant credit toward graduation only if the modification is outlined in the IEP.

Making the Decision at the IEP Table

The IEP team — including the student and family — should evaluate several questions before settling on a pathway:

Does the student still need functional or vocational instruction? If the school provides work-based learning, job coaching, or independent-living skills training that cannot be replaced by an adult agency yet, accepting a standard diploma eliminates those services.

Are adult services already in place? If ARS has not established an Individual Plan for Employment, and the CES waiver application is still on the waitlist, graduating early creates the "support vacuum" — months or years with no daytime services, no employment support, and no structured programming.

Does the student qualify for the Alternate Pathway? Only students who take the DLM alternate assessment are eligible. If your child participates in regular state assessments with accommodations, this pathway is not available.

What does the student want? By the time this decision is on the table, the student is at or approaching 18. Their voice — what kind of credential matters to them, whether they want more time in school or are ready to leave — should shape the conversation.
