Arkansas ABLE Account: Rules, Limits, and How to Open One
What Is an AR ABLE Account?
An ABLE account — Achieving a Better Life Experience — is a tax-advantaged savings account for individuals with disabilities. In Arkansas, the program is called AR ABLE. It is sponsored by the State of Arkansas and administered by the Office of the Arkansas State Treasurer, with Ascensus College Savings Recordkeeping Services as program manager. Fifth Third Bank provides the plan's checking-account option.
The core benefit is simple: up to $100,000 saved in an ABLE account does not count against the $2,000 SSI resource limit. For families who have spent years keeping bank balances artificially low to maintain SSI eligibility, this is a significant shift.
Who Can Open an AR ABLE Account?
To qualify, the individual must have a disability with an onset before age 46. This threshold was raised from age 26 to age 46 by the ABLE Age Adjustment Act, effective January 1, 2026. The expansion made an estimated six million additional Americans eligible, including roughly one million veterans.
The account beneficiary must also meet one of these criteria:
- Currently receiving SSI or SSDI benefits based on a disability that began before age 46
- Have a condition listed in the SSA's Compassionate Allowances program
- Be able to self-certify a qualifying disability through a signed statement from a licensed physician
Arkansas residency is not required to open an AR ABLE account, but the state tax deduction is only available to Arkansas taxpayers.
2026 Contribution and Balance Limits
- Annual contribution limit: $20,000 from all sources combined (this is tied to the federal gift tax exclusion and adjusts annually)
- ABLE-to-Work bonus: Employed individuals not participating in an employer retirement plan can contribute up to an additional $15,650 from their own earnings in 2026, bringing the potential annual maximum to $35,650
- Lifetime balance ceiling: $366,000 for AR ABLE accounts
Once the account balance exceeds $100,000, the amount over $100,000 is counted as a resource for SSI; SSI can be suspended if countable resources then exceed the $2,000 limit. Medicaid eligibility is preserved regardless of the balance. SSI can resume when countable resources are again within the applicable limit.

Tax Benefits for Arkansas Families
Arkansas taxpayers can deduct ABLE contributions from their adjusted gross income:
- Single filers: Up to $5,000 per year
- Married filing jointly: Up to $10,000 per year
Investment earnings in the account grow tax-free, and withdrawals used for qualified disability expenses — housing, transportation, education, health care, assistive technology, job training — are not taxed.
The Housing Withdrawal Timing Rule
This one catches families off guard. If ABLE funds are withdrawn to cover housing expenses (rent, mortgage, utilities), the money must be spent within the same calendar month it is withdrawn. If any portion carries over into the next month, the SSA counts it as a resource. For someone sitting near the $2,000 limit, a late utility payment funded by an ABLE withdrawal could trigger an overpayment notice.
The simplest approach: schedule housing-related ABLE withdrawals for the same week the bill is due.
How to Open an Account
AR ABLE accounts are opened online through the program's website, which is administered by the Office of the Arkansas State Treasurer and operated day to day by Ascensus College Savings Recordkeeping Services. Fifth Third Bank provides the separate checking-account option. The process requires:
- Basic personal information for the beneficiary
- Self-certification or other records establishing disability eligibility (proof generally does not need to be uploaded when the account is opened, but keep the award letter, physician certification, or Compassionate Allowances records)
- Selection of an investment portfolio (options range from conservative fixed-income to growth-oriented)
A parent, guardian, or other authorized individual can open and manage the account on behalf of the beneficiary.
