How VR and SSI Work Together

The Alabama Department of Rehabilitation Services (ADRS) Vocational Rehabilitation Service (VRS) and the SSI work incentive programs serve the same goal from different angles. VRS provides the training, coaching, and job placement services. SSI's work incentives ensure that moving toward employment doesn't mean an immediate loss of cash and medical benefits.

For transition-age adults in Alabama, coordinating these two systems is what turns the abstract idea of "gainful employment" into something a family can plan around without panic.

Pre-Employment Transition Services (Pre-ETS)

Pre-ETS is the lowest-barrier entry point to ADRS services. Available to students starting in 9th grade or from ages 16 through 21, Pre-ETS doesn't require a formal VR application. Students can access:

• Job exploration counseling
• Work-based learning experiences
• Counseling on post-secondary education options
• Workplace readiness training
• Self-advocacy instruction

Every public high school in Alabama has an assigned ADRS transition counselor. The school's special education team should be coordinating with this counselor as part of the IEP transition planning process — but if that connection hasn't been made, parents can contact their local ADRS office directly.

Pre-ETS is designed to start the employment conversation early, before the student exits school and the IEP services end.

The Individualized Plan for Employment (IPE)

For students who need more intensive services — job coaching, vocational training, assistive technology for the workplace, or supported employment — a formal VRS application is required.

The timeline is tight:

1. Submit the VRS application (can happen while still in school)
2. ADRS makes an eligibility determination within 60 days
3. A written IPE must be developed within 90 days of the eligibility determination

The IPE is a personalized employment roadmap. It identifies the job goal, the services needed to reach it, and who provides them. For transition-age adults, the IPE should be finalized before the student exits high school so there's no gap between school-based supports and adult services.

IPE services can include:

• Vocational assessments and career planning
• Job training and skills development
• Job placement and supported employment coaching
• Assistive technology for the workplace
• Transportation assistance
• On-the-job support and follow-along services

Benefits Counseling Through ADRS

One of the most underused resources in Alabama is the ADRS Benefits Counseling Information & Referral Hotline at 1-877-816-4602. This line connects families with Certified Community Work Incentive Coordinators (CWICs) who can model exactly how specific earnings levels would affect SSI, DAC, Medicaid, and waiver services.

CWICs don't give generic advice. They pull up the individual's benefit profile and run actual numbers: "If your child earns $800 per month, here's what happens to the SSI check, here's how Medicaid is affected, here's whether 1619(b) applies." This is personalized analysis, and it's free.

Before your child starts any job, a CWIC session eliminates the guesswork that keeps many families from letting their children work at all.

Section 301: VR Participation Protects Benefits

If your child loses SSI at the age-18 redetermination and was already participating in an approved VR or similar program, Section 301 of the Social Security Act may continue their benefits after the medical cessation determination. The program must have begun before SSA found that the disability ended. The rationale is that cutting benefits during active rehabilitation undermines the program's purpose.

To qualify for Section 301 continuation:

• The individual must be participating in an approved VR, education, or similar program (the IPE counts)
• SSA must determine that completing the program would reduce the likelihood of needing benefits in the future
• The individual must continue participating in good faith

This is a separate protection from the 10-day statutory benefit continuation request (Form SSA-789). The 10-day request provides immediate protection while the Section 301 eligibility decision is evaluated.

PASS Plans: Funding a Work Goal Without Losing SSI

A Plan to Achieve Self-Support (PASS) lets an SSI recipient set aside income and resources toward a specific employment objective. The money set aside doesn't count against the $2,000 resource limit or reduce the SSI payment.

PASS plans must be approved by SSA and include:

• A clearly defined work goal
• Specific milestones and a timeline
• An accounting of what the set-aside funds will purchase
• Evidence that the plan is feasible

Common PASS uses for transition-age adults: paying for vocational training, purchasing adaptive equipment for a business, funding education that leads to a specific job, or buying a vehicle needed for employment.

The Alabama ADRS counselors and CWICs can help draft PASS plans. The complexity of getting one approved is real, but the payoff — building toward employment without the SSI penalty — makes it worth pursuing for individuals with clear job goals.

Ticket to Work

The Ticket to Work program is a federal option available to SSI and SSDI recipients aged 18 to 64. The individual assigns their "ticket" to an Employment Network (EN) or to VRS, and in exchange receives employment services while they may be protected from medical continuing disability reviews.

Ticket assignment to ADRS VRS is common for transition-age adults already working with a VR counselor. The main advantage: as long as the ticket is in use and the individual is making "timely progress" toward employment, SSA won't conduct a medical continuing disability review.
