Alabama SSI Resource Limit 2026: What Counts and What Doesn't

The 2026 Numbers

For an individual SSI recipient in 2026:

  • Federal Benefit Rate (FBR): $994 per month
  • Countable resource limit: $2,000
  • SGA limit (non-blind): $1,690 per month
  • SGA limit (blind): $2,830 per month

Alabama does not add a state supplement to the federal SSI payment. The $994 FBR is the maximum monthly benefit — no state top-up exists. This makes Alabama one of the states where supplemental savings tools like ABLE accounts and Special Needs Trusts are especially important.

What the $2,000 Resource Limit Covers

"Resources" in SSA's definition means cash and anything that can be converted to cash. The $2,000 limit applies on the first day of each month — if countable resources exceed $2,000 on the first, SSI is suspended for that month.

Counts toward the $2,000 limit:

  • Bank accounts (checking, savings)
  • Cash on hand
  • Stocks, bonds, mutual funds
  • Non-exempt life insurance policies with face value over $1,500
  • Additional vehicles beyond the primary one
  • Real estate that isn't the primary residence

Does NOT count:

  • The home you live in (primary residence is exempt regardless of value)
  • One vehicle (exempt regardless of value)
  • Household goods and personal effects
  • Burial funds up to $1,500 and burial spaces
  • ABLE account balances up to $100,000
  • Special Needs Trust assets (properly structured)
  • Life insurance policies with combined face value of $1,500 or less

The $2,000 limit hasn't been adjusted for inflation in decades. What was a reasonable threshold when it was set is now trivially easy to exceed — a $1,500 checking balance and a $600 tax refund arriving on the wrong day crosses the line.

What Changes at Age 18: Parental Deeming

Before a child turns 18, SSA "deems" a portion of the parents' income and assets to the child when determining SSI eligibility. For many families, this deeming disqualifies children whose parents have moderate incomes.

On the first day of the month following the 18th birthday, parental deeming stops. SSA evaluates the adult child as a household of one — only the individual's own income and assets count.

This is why many young adults who were denied SSI as children qualify as adults. A family where the parents earn $60,000 per year might have been over the deeming threshold for childhood SSI, but the 18-year-old with $200 in their bank account and no income easily meets the adult financial criteria.

The timing matters: if your child turns 18 on March 15, parental deeming stops on April 1. Contact SSA around age 17½ to request an adult SSI application appointment and establish a protective filing date.

Staying Under the Limit

The $2,000 resource limit creates a practical problem: how does a disabled adult build any financial stability when every dollar above $2,000 jeopardizes their benefits?

ABLE account (primary tool): Up to $100,000 excluded from the SSI resource limit. Contributions up to $20,000 per year (2026 limit). Alabama residents get a state tax deduction of up to $5,000. This is the most accessible and flexible option for most families.

Special Needs Trust: Assets held in a properly structured SNT are completely excluded from countable resources. A third-party SNT (funded by family assets) has no Medicaid payback requirement. A first-party SNT (funded by the beneficiary's own assets) requires Medicaid payback but can still protect eligibility during the beneficiary's lifetime.

Spend-down timing: If countable resources temporarily spike — a one-time gift, a retroactive SSI payment, a tax refund — spend down before the first of the next month. Resources are counted on the first; what happened on the 15th doesn't matter if the balance is back under $2,000 by the first.

Direct payments for goods and services: Rather than giving cash that sits in a bank account, family members can pay directly for non-shelter needs (clothing, entertainment, education, transportation). These aren't counted as income or resources to the SSI recipient.

The Income Side: How Earnings Affect the Check

SSI uses an income formula separate from the resource limit. The basic calculation for earned income:

  1. Subtract the $20 general income exclusion
  2. Subtract the $65 earned income exclusion
  3. Divide the remaining amount by 2
  4. Subtract that result from the $994 FBR

Unearned income (interest, gifts of cash, DAC benefits) reduces SSI dollar for dollar after the $20 general exclusion. This is why DAC benefits — which are unearned income — typically cause SSI to stop entirely when the monthly DAC amount approaches or exceeds $994.

What Happens If You Go Over

If resources exceed $2,000 on the first of a month, SSI payments are suspended — not terminated. The distinction matters:

  • Suspended: Benefits stop, but they restart automatically once resources drop back under $2,000 (within 12 consecutive months). No new application required.
  • Terminated: If resources remain over $2,000 for 12 consecutive months, SSI eligibility is terminated and the individual must reapply.

For Alabama families, suspension also affects Medicaid because of the Section 1634 linkage. Plan ahead — monitor account balances before the first of each month and move excess funds into ABLE accounts or make pre-first purchases for qualified expenses.
