How to Apply for MaineCare at 18 with a Disability
When your child with a disability turns 18, how they get MaineCare coverage depends on whether they qualify for SSI. If they do, enrollment is automatic — Maine handles it without a separate application. If they don't, you need to apply through a different pathway, and the rules are more generous than most families realize.
The Automatic Route: SSI Approval
Maine is a Section 1634 state, which means an SSI approval from the Social Security Administration automatically triggers MaineCare enrollment. No separate state Medicaid application is required. Once SSA processes the approval, OFI (Office for Family Independence) receives the data and activates MaineCare coverage.
This is the simplest path. If your child passes the Age 18 Redetermination and qualifies for adult SSI, MaineCare is handled. Move on to the OADS adult intake application for developmental services.
The Direct Application: When SSI Doesn't Apply
Not everyone qualifies for SSI. If your child has countable income above $994/month, resources above $2,000, or doesn't meet the federal adult disability standard, SSI may be denied. That doesn't mean they're locked out of MaineCare.
MaineCare has its own Aged, Blind, and Disabled (ABD) pathway with more flexible eligibility rules:
- Income limit: Approximately $1,305 to $1,330 per month for a single individual (varies by category)
- Asset limit: $10,000 for an individual — calculated as the $2,000 federal SSI base plus an $8,000 state savings disregard
- Disability standard: Must meet the SSA adult definition of disability (same medical standard, different financial thresholds)
The $10,000 asset limit is the detail that catches families off guard — in a good way. While federal SSI only allows $2,000 in countable resources, MaineCare's ABD pathway effectively gives your adult child five times that amount of financial cushion. Combined with an ABLE account (which shields the first $100,000 from SSI and MaineCare asset calculations), the total protected savings can be substantial.
How to File the MaineCare Application
Online: Through the My Maine Connection portal at www.MyMaineConnection.gov. Create an account, complete the application, and upload supporting documents.
By mail or in person: Contact the Office for Family Independence at your local DHHS regional office. Request the MaineCare Application for Aged, Blind, and Disabled coverage.
Required documentation:
- Proof of identity and citizenship (birth certificate, passport, or state ID)
- Proof of Maine residency
- Income verification (bank statements, benefit award letters, any employment income)
- Asset documentation (bank accounts, savings, investments — not including ABLE account balances excluded under MaineCare rules, up to the state's 529 plan limit)
- Medical evidence of disability (same type of documentation used for the SSI application — provider records, psychological evaluations, adaptive assessments)
OFI will make a disability determination if the individual does not already have one from SSA. This process mirrors the SSA evaluation and can take months. If your child was previously approved for SSI but later lost it for non-medical reasons (excess income from DAC benefits, for example), provide the prior SSA determination to OFI and ask about the applicable Medicaid protection.

MaineCare for Workers with Disabilities
If your adult child works and earns enough to exceed the standard ABD income limit, Maine offers a specific buy-in program: MaineCare for Workers with Disabilities (WWD).
Under WWD, employed adults aged 16 to 64 with disabilities can access MaineCare with:
- Asset limits up to $15,000 (higher than the standard $10,000)
- Income up to 300% of the Federal Poverty Level
- Monthly premium of $10 to $20 if income exceeds the baseline threshold
This program exists specifically to prevent the "benefits cliff" — the situation where earning a modest wage costs more in lost healthcare than the job pays. If your child is working through DVR-supported employment, WWD is designed for exactly this scenario.
The Timing
Apply for MaineCare immediately at age 18, even if you've also filed for SSI. The SSI process can take months, and the MaineCare ABD pathway has its own timeline. Filing both simultaneously ensures your child doesn't have a gap in healthcare coverage during the transition.
If MaineCare is approved before SSI, the coverage is active immediately. If SSI is later approved, automatic Section 1634 enrollment establishes MaineCare eligibility; keep the direct-application records so OFI can confirm the effective dates.
