Anpassad Grundskola, Resursskola, and Special Needs School Choice in Sweden

Sweden has 18,400 students enrolled in anpassad grundskola as of 2025/26, up 6.8% from the prior year. Another growing cohort attends resursskolor — specialized private schools for complex needs. And some families spend months debating whether a friskola or kommunal skola will serve their child better.

These are distinct options with different eligibility criteria, different funding mechanisms, and different legal processes to access them. Here's how they work.

Mainstream School: Kommunal vs. Friskola

Kommunala skolor (municipal schools) are funded and administered directly by the local municipality (kommunen). They tend to have larger, centralized SEN infrastructure — dedicated specialpedagog teams, established elevhälsa setups, and more resources for complex cases because the municipality can spread specialist costs across the district.

Friskolor (independent or private schools) are privately operated but publicly funded — they receive the same per-pupil school voucher as municipal schools. Around 30% of Swedish students attend a friskola. They must follow the same national curriculum and the same Education Act requirements, meaning they are equally obligated to provide SEN support. The legal protections for your child are identical.

The practical difference: many friskolor are smaller, niche-profile organizations without the deep specialist staffing of large municipal districts. They often have waiting lists, making immediate entry for newly arrived expats difficult. And while a friskola's smaller class sizes can benefit some students, they may struggle to fund specialist resources for high-needs cases.

The key point for SEN families: don't assume a friskola is better because it's smaller or has a more appealing pedagogical profile. Ask specifically about their specialpedagog capacity, their elevhälsa access, and how they have supported students with profiles similar to your child's. Get specifics, not marketing language.

Resursskola: Sweden's Most Specialist Option

Resursskolor are a distinct category of specialized independent school that the Swedish Education Act explicitly permits to restrict enrollment exclusively to students with complex, extensive SEN — primarily those with severe ASD, profound ADHD, or similar neurodevelopmental profiles requiring intensive support.

In a mainstream school (whether kommunal or friskola), admissions must follow objective criteria like queue time or geographic proximity. A resursskola is exempted from this rule — it can and must select students specifically because they need the intensive environment it provides.

What resursskolor offer:

  • Very small class sizes (often 4–8 students)
  • High staff-to-student ratios
  • Environments designed for sensory regulation
  • Integrated therapeutic support — often occupational therapy, speech-language support, behavioral specialists
  • Staff with specialist autism and neurodivergence training

How funding works — tilläggsbelopp: Standard school vouchers (skolpeng) cover mainstream education. Resursskolor cost significantly more per student. The gap is bridged by a tilläggsbelopp — a supplementary funding amount that the student's home municipality provides on top of the standard voucher to cover the extraordinary costs.

To access a resursskola, you need to:

  1. Identify a resursskola that has appropriate capacity and a suitable program for your child
  2. Apply for the placement and meet their intake criteria
  3. Apply to your municipality for the tilläggsbelopp that will fund the placement
  4. The municipality assesses whether the cost is justified against the student's needs

Municipalities have financial incentives to resist tilläggsbelopp applications — each one is a significant budget commitment. Having a strong åtgärdsprogram from your current school that documents why the mainstream environment is not meeting your child's needs is the strongest foundation for a tilläggsbelopp application. If the municipality refuses, this decision can be appealed to the national Education Appeals Board (Överklagandenämnden).

Anpassad Grundskola: A Separate Track Entirely

Anpassad grundskola (historically called grundsärskola) is not a special needs track within a mainstream school — it is a completely separate school form designed exclusively for students with verified intellectual disabilities.

Who is eligible: Enrollment requires a formal four-part investigation encompassing pedagogical, psychological, medical, and social evaluations. All four must confirm intellectual disability. This is a high bar: ADHD and autism alone do not qualify a child for anpassad grundskola. There must be evidence of intellectual impairment. As of 2025/26, 18,400 students — 1.6% of the total school population — are enrolled, the highest proportional share ever recorded.

What anpassad grundskola teaches: Students study either adapted standard subjects (ämnen) or, for those with the most severe needs, broader subject areas (ämnesområden) covering communication, motor skills, daily living, and perception of reality. Formal grades function differently; the progression structure is calibrated to individual development rather than national grade-level benchmarks.

Critical warning about misplacement: Municipalities occasionally push for anpassad grundskola placements for students who don't meet the eligibility criteria — sometimes because it's easier to manage, sometimes because of misdiagnosis. If your child is assessed for anpassad grundskola and you disagree with the outcome, you have the right to appeal this decision. A ruling from the Education Appeals Board (Decision 2017-09-07) established that municipalities cannot admit children to adapted schooling prematurely on the basis that "it's too early to determine" long-term cognitive development.

Around 1,530 students enrolled in anpassad grundskola actually receive their education integrated into mainstream classrooms — meaning the placement doesn't necessarily require a physical school change, though the curriculum and assessment framework differ.

Making the Decision

For most expat families, the realistic options are:

  • **Mainstream *kommunal skola*** with strong SEN advocacy on your part — right for the majority of students with ADHD, autism (without intellectual disability), dyslexia, and similar profiles
  • **Mainstream *friskola*** where the specific pedagogical approach is a known fit — suitable if you've investigated their SEN capacity and it's strong
  • Resursskola for students with complex, high-support needs where mainstream environments have demonstrably failed — requires securing tilläggsbelopp funding
  • Anpassad grundskola only for students with documented intellectual disability — highest bar, formal multi-agency process
